With a view to provide efficient training facilities and technical know-how and back-up services to the industries in the State, Facility Service Centers under the Directorate of Industries and Commerce have been started.
Common Facility Service Centre ((CFSC) for Rubber and Plastic at Changanacherry
This institution, established in 1969 for the promotion of rubber and plastic based industries in Kerala, has played a catalytic role in the promotion of the industries by providing trained manpower and necessary technical back up services.
Various divisions
The rubber division provides the services of special purpose machines like mixing mills, 16" X 42" 60 HPs, hydraulic presses, extruders and so on, necessary for rubber industry, on rental basis. The Tool Room is provided for the development of small scale rubber and plastic industries where services for the fabrication of moulds and dyes and repairing and servicing of machines are provided. Machines like High Speed Precision Lathes, Radial Drilling Machine, Universal Milling Machine and so on are available here. The plastic division provides the services of the plastic processing machines like Automatic Injection Moulding Machines, Reprocessing Extruder, Thermoplastic Film Extruder, Scrap Grinder and so on at nominal charges.
Training Programmes
Apart from the routine service activities, the centre conducts various training programmes on rubber, plastic and general engineering based industries and conducts Entrepreneurship Development Programmes (EDPs) Laboratory .The physical and chemical testing laboratory equipped with instruments like Universal Testing Machines, Wallace Plastimeter, MST Apparatus and so on gives quality assurance among rubber based small scale industries.

The CFSC at Manjeri, situated at the Functional Industrial Estate for Rubber provides:
services of costly rubber processing machines, services of tool room for designing, fabricating and repair of moulds, dyes, rubber processing machines etc up to date testing facility for rubber products training, technical advice, product development etc.
Various divisions
1. Rubber section
This section comprises of the colour mixing unit and carbon mixing unit engaged in rubber processing and has the machines like rubber mixing mills, hydraulic press, screw press, and so on.
2.Tool room.
This section has machines like Lathes, grinders and drilling machines for the tool room services.
3.Rubber Testing Laboratory
This section has the latest indigenous and imported machines like Goettfert Elastograph 'Vario', Instron Tensile testing machine, Zwick Din Abrader, Ross Flex Testing machine and so on for the testing of rubber.
